First try rinsing the area completely with clean water.
If the stain remains, place a clean cloth under the stained area and blot both sides with acetone.
Once the stain is removed, clean the area with a mild soap and water or launder as usual to remove any residue.

I don't have any official BIC recommendations for thinning old or dried out correction fluid, but one tip I've seen on a few websites is adding a drop or two of water or nail polish remover, then shaking the bottle. I've never tried this with correction fluid, but I have with nail polish, so I think it might work. Definitely worth a try!

A solvent-based correction fluid contains organics solvents that, if unused, can thicken or harden overtime as the the solvents escape into the air. Solvent based correction fluid is the fastest to dry.
As an alternative, water-based correction fluids are available but may not be compatible with some inks (may soak through them) and has a longer drying time.
